What is this dataset?
It is OPM's 2026 GS base table, read directly from OPM's salary table XML: annual and hourly base rates for every grade and step, effective the first pay period beginning on or after January 1, 2026 (January 11, 2026 for most employees). Below it is the list of locality pay areas with each area's code, name and locality percentage. We do not reprint every per-locality grid; the percentage plus the base table gives you the same figure, and the GS pay calculator does the math.

GS-11 step 1: $63,795 a year, base table
Source: 2026 GS base table XML. opm.gov, retrieved 2026-07-05, effective 2026-01-01. Locality rates: base rate times (1 + locality percentage), rounded to the dollar. JavaScript applies the locality you pick; without it the table shows base pay.

How do I read the table?
- 01
Find your grade
Your grade is on your SF-50 and your pay stub, for example GS-11.
- 02
Find your step
Steps 1 to 10 run across the row.
- 03
Read the base rate
That cell is your base annual pay before locality.
- 04
Add locality
Multiply by 1 plus your area's percentage from the list. Areas not named fall under Rest of U.S.
What rules set GS pay?
Congress and the President set the yearly raise, usually split between an across-the-board increase to the base table and changes to locality rates. OPM publishes the resulting tables. Within a grade, you move up a step after a waiting period that lengthens as you climb, assuming acceptable performance. Total GS pay is capped by law near the top of the scale, so some high-locality GS-15 cells are limited. Special rate tables, law enforcement tables and the Federal Wage System for trade jobs are separate schedules.
Where to go next
Read the pay guide for how raises, steps and locality work and where the 2027 raise stands. Turn your pay into a pension estimate with the FERS pension estimator, since your high-3 comes from these figures.

Questions about this data
What is the GS pay scale for 2026?
It is OPM's 2026 General Schedule base table, effective January 2026, covering grades GS-1 to GS-15 and steps 1 to 10, incorporating a 1 percent general increase (OPM, retrieved 2026-07-05). Locality pay is added on top for your duty station's area.
What will the GS pay scale be in 2027?
The 2027 table is not final until the President's pay decision and OPM publishes new tables, usually in late December or January. Our pay guide tracks the 2027 raise; this page updates when OPM posts the tables.
How do I find my locality pay?
Find your locality pay area in the list below and multiply your base rate by 1 plus that percentage. Your area is set by your official duty station. The GS pay calculator does this for you.
Does locality pay count toward my FERS pension?
Yes. Locality pay is part of basic pay for retirement, so it counts in your high-3 average salary.
